Roadworthiness tests and registration of motor vehicles and trailers

 

 

Pursuant to Article 223 of the Road Traffic Safety Act (Official Gazette of the Republic of Slovenia, No. 133/2006 – UPB 4, hereinafter referred to as: ZVCP-1), the Inspectorate carries out inspections on the implementation of the provisions of this law and of the regulations issued on the basis of this law, which are related to the activity of authorized organizations for carrying out roadworthiness tests and the registration of motor vehicles and trailers.  

 

Pursuant to the first paragraph of Article 204 of ZVCP-1, a vehicle roadworthiness test is a procedure carried out by an organization for roadworthiness tests to obtain information on the vehicle, on the condition of instruments and vehicle equipment and compliance with other requirements for a vehicle as stipulated in the law and executive acts. In Slovenia, roadworthiness tests of motor vehicles and trailers are carried out by 78 legal entities authorized by the Minister of the Interior to perform these activities. Authorized organizations must fulfil the prescribed conditions concerning business premises, equipment, devices and professional staff for carrying out roadworthiness tests.

 

Pursuant to the provision in the first paragraph of Article 192 of ZVCP-1, vehicle registration means the entering of data on registration designatons and certain information regarding the vehicle and the owner of the vehicle into the records of registered motor vehicles and trailers, kept by the Ministry of the Interior. Entities under obligation which are being inspected are organizations carrying out roadworthiness tests and companies selling motor vehicles, which are authorized by the Minister of the Interior in addition to administrative units, to carry out the registration of motor vehicles and trailers.  

 

The inspection predominantly focuses on:

  • verifying status matters,
  • verifying the fulfilment of general conditions for implementing the public authorization for carrying out roadwothiness tests and vehicle registration,
  • verifying the appropriateness of the measuring equipment and devices, as well as the premises where vehicle roadworthiness tests are carried out,
  • verifying the implementation of procedures and the professional qualifications of the staff who implement the procedures for carrying out roadworthiness tests and vehicle registration and
  • examining the prescribed records and other documentation related to the implementation of the public authorization for carrying out roadworthiness tests and the registration of motor vehicles and trailers.
